Cllrs Philip Booth SDC and Karon Cross SDC 2/1/09 Public Forum No members of the public present 3/1/09 Declarations of Interest Cllr Watkins declared an interest in item 13 - discussion of a loan to Randwick Village Hall and Playing Field Committee. 4/1/09 Minutes The minutes of the meeting held on December 18th 2009 were approved and signed. 5/1/09 To consider the Council’s responses to planning applications Deferred until the next meeting. 6/1/09 To review Standing Order 75 Deferred until the next meeting. 7/1/09 To consider draft Code of Conduct for Handling Complaints Action: The Clerk to revise and clarify the draft for reconsideration at the February meeting. 8/1/09 Environment Councillors approved terms of reference for Environment Working Parties. Letters 1 Consultation document on Code of recommended practice on local authority publicity – response due by 12.3.09 – to be passed by the Clerk to Cllr Cunningham for her attention. 2 Poster for BBC “Flog It” programme in Stroud 3 From Mrs Norma Rodman about Finn’s Way Action: The Clerk will reply to Mrs Rodman confirming the Council’s view that the condition of Finn’s Way is not a matter for the Parish Council; stating that it considers that the area is managed in a manner appropriate to the Stroud Community Land Trust’s objectives and asking her to put her concerns to SCLT. 4 Letter from Mayor of Randwick NSW Australia 5 David Drew – Advice Surgery dates 6 Magazine - Clerks and Councils Direct 10/1/09 District and County Councillors’ Reports No Councillors present 11/1/09 Clerk’s Report Councillors noted the contents of the Clerk’s Report and discussed recommendations for the sum which should be maintained as a contingency. 12/1/09 Planning, Traffic & Transport S.08/2501/FUL Application for single dwelling – Waterlane Farm – Mr D Felce – Support with comment ‘ RPC questions the use of slate on walls rather than a material more in keeping with the local vernacular styles. Barrier at The Wordens Councillors remain concerned about the risk of people still using the bank and falling into the road. page 43 Action: The Clerk to contact GCC highways again about costs of erecting a barrier. Action: Cllrs Huxford & Preece will observe numbers of people climbing, vaulting or avoiding the present barrier and coming down the bank. Noted: Cars parked on pavements - Cllr Huxford confirmed that the police will respond if people report cars parked illegally. 13/1/09 Finance and Personnel Resolved: To accept the quotation from TW Hawkins for grass cutting for 2009. Action: the Clerk to write to Hawkins and to the other company which submitted a quote. Resolved: To advertise the revised three-year contract for a part-time handyperson. Applications to be received by February 16th, proposed date for interviews February 26th. Action: The Clerk to send a copy of the new contract to the current handyperson RVH & PFC request for funding: Noted: Cllrs Watkins, Huxford, Kennard, and Godsell had met with representatives of RVH & PFC to discuss possible Parish Council contributions to improvements to the toilets at Randwick Village Hall. Cllr Huxford agreed to write to District and County Councillors to ask them to look at funding possibilities/loan schemes and offered to write in support of any loan application. Action: The Clerk to ascertain conditions applying to the Council in raising a loan. 14/1/09 Communications Action: The Clerk to send a copy of the Parish Plan to the secretary to RVH&PFC. 15/1/09 Design Statement Update Cllr Huxford will attend the relevant SDC meeting. 16/1/09 Parish Plan Update No report 17/1/09 Next agenda Grit Bins - Cllr Godsell asked Cllrs to update her on the siting of grit bins by January 22nd. Streetlights – Cllr Rendell has a survey of street lighting in the parish for consideration in February.
